A resumed session of PrepCom-3 : PrepCom-3A took place in Geneva from 10 to 14 November 2003.
Thanks to the
Berlin declaration,
Open Access can now be considered as the official policy of the key founding states
of the European Union : France and Germany.
After the disastrous outcome of PrepCom3, this declaration
provided, just in time, the help that was really needed to correct the most
unfortunate errors commited
by a certain governmental delegation.
By errors, we mean just simple and plain mistakes commited unwillingly
by a few diplomats. Their actions did not reflect the
true position of their entities.

the most significant change by comparison
to the first non-paper is that
content of the paragraph 25 section B was moved to another section
to Section A. Our Common Vision of the Information Society
paragraph 6 with a complete re-writing of both paragraphs
at the suggestion of the US delegation
