Within the framework of the
World Summit on the Information Society,
the United Nations Multi-Stakeholder Partnerships agency (UNMSP) proposal
is a proposal from some WSIS Civil Society elements, with informal consultation with
some other stakeholders, that goes along the direction
of the Cardoso report and beyond.
This WSIS Civil Society proposal recommends the formation a
new specialized overlay UN agency in order to
- allow all stakeholders and constituencies
to meet and interact efficiently, inclusively and
constructively ;
- allow the creation of
Multistakeholder Partnerships approuved by the UN, and
recognized by International Public Law ;
This proposed United Nations Multi-Stakeholder Partnerships agency (UNMSP) would
take advantage of the new Information Technologies to be fully network-oriented and
to be as lean and efficient as possible.
This agency would make use of the World Wide Web in an extensive way, in order
to enable a set of permanent virtual conferences representing all
constituencies to foster the creation of new partnerships.
This proposed agency would be an overlay organization in the sense
it would take advantage both of existing UN structures, conferences and personnel,
and also it would include Local Authorities,
Civil Society and Business Community personnel
working from their own offices, on site, thereby reaching the whole world.
This proposed agency would be a key element
in order to establish efficient financing mechanisms towards the implementation
of the WSIS plan of action and other UN summits recommendations.
