Paragraph 22 is now closed for discussion. Paragraph 25 is now closed. It was opened for discussion at the request of the USA, New Zealand and South Africa concerning "equal" and "equitable". It must be re-opened by a courageous delegation.

25.(23) (23) We strive for promoting open access with equal opportunities for all to scientific knowledge and the creation and dissemination of scientific and technical information, while respecting intellectual property rights.


JUSTIFICATION

The EU previously killed the Australian proposal to distinguish open access and equitable access in general in paragraph 22. This more specific language, restricted to scientific with the provision to IPRs, would be now acceptable to the European Commission.
